Suspect arrested in Texas stabbing rampage

At least 14 people were wounded in an apparent mass stabbing at Lone Star College's CyFair campus in Cypress, Texas, on Tuesday morning.

The suspect, a white male armed with what one witness described as an X-Acto knife, was detained, police said. The suspect, believed to be 21, was enrolled at the school.

Harris County Sheriff Adrian Garcia said police received a 911 call at 11:12 a.m. local time reporting a white male "on the loose stabbing people."

The school was placed on lockdown.

"Seek shelter now," Lone Star College's Twitter feed warned Tuesday afternoon. "If away, stay away."

The incident occurred near and around the school's Health Science Center and remains an active crime scene, Garcia said.

"Buildings are still being searched," he added.

Four victims were transported by helicopter with serious injuries "consistent with laceration," a spokesman for the Harris County Sheriff's Office said. Two others were taken by ambulance to a local trauma center.

Two of those victims are in critical condition, he said. Four are in fair condition. Others victims were treated for minor injuries, and two refused treatment, Garcia said.

One witness told CNN that the stabber was hearing impaired.

An announcement was made over loudspeakers warning students to seek shelter. "This is an emergency," the announcement said, according to KHOU-TV. "Everybody stay inside of your rooms. Do not leave your rooms."

An alert issued on the school's website indicated that "another suspect may possibly be at large." But Garcia said surveillance video reviewed by police indicated there was one "and only one" suspect.

An Instagram user who said he helped apprehend the stabber posted a photo of a man face down on the ground with a backpack. He said the man had stabbed five people, including two girls in the cheek. "Everyone ran the other way ... ," he said. "Me and this kid got em." #copsaretooslow

Police would not confirm the exact weapon used, but said no firearms were found at the scene.

The campus was evacuated, Vice Chancellor Randy Key told reporters, and the college will remain closed for the remainder of the day.

In January, three people were wounded in a shooting at Lone Star College's North Harris campus near Houston. More than 90,000 students attend classes across the Lone Star College system's six campuses.

Forecast-busting Alcoa earnings shore up markets

LONDON (AP) ? Forecast-busting earnings from aluminum company Alcoa Corp. shored up markets Tuesday at the start of the first-quarter U.S. corporate reporting season in spite of ongoing concerns over North Korea, bird flu in China and Europe's debt crisis.

Alcoa, as is traditional, kicked off the reporting season in an after-hours statement Monday with first-quarter earnings of 11 cents a share, well ahead of expectations of 8 cents. Despite a fall in revenues, Alcoa saw demand for aluminum growing 7 percent in 2013, with gains cutting across many industries.

"The latest U.S. earnings season started with a flourish last night after Alcoa beat estimates and this does seem to be helping stocks," said Mike McCudden, head of derivatives at stockbroker Interactive Investor.

In Europe, the FTSE 100 index of leading British shares was up 0.3 percent at 6,298 while Germany's DAX rose 0.2 percent to 7,677. The CAC-40 in France was 0.5 percent higher at 3,688.

The improved mood in Europe has also helped the euro consolidate over the past few sessions. It was trading another 0.2 percent higher at $1.3043.

"Concerns remain however as European officials head off to Greece and Portugal as both countries wrestle with issues with respect to their respective bailout programs," said Michael Hewson, senior market analyst at CMC Markets.

Wall Street was poised for a fairly flat opening, with both Dow futures and the broader S&P 500 futures unchanged.

Much of the focus in markets will remain on the U.S. corporate sector over the coming couple of weeks as investors seek to assess the health of the world's largest economy. The flow of earnings picks up through the week with banks Wells Fargo and JPMorgan Chase due to report on Friday.

Another key focus will be Japanese financial assets.

The Nikkei 225 index in Tokyo has posted strong gains over the past week as the Bank of Japan unveiled an aggressive new approach to shake the world's third-largest economy out of its near-two-decade stagnation and growth-crippling deflation. The bank will pump huge amounts of money into the economy via government bond purchases and pursue a 2 percent inflation target in order to spark lending and spending.

Earlier, the rally ran out of stream and the Nikkei edged down slightly to close at 13,192.35. However, the yen continues to push four year lows against the dollar, and was trading 0.8 percent lower at 98.83 yen. It hasn't breached 100 yen since April 2009.

Gains in Hong Kong and mainland China markets reflected a decreasing sense of alarm over the outbreak of a new bird flu strain in eastern China that has killed seven people so far. There is no sign that the virus is being transmitted from human to human.

Hong Kong's Hang Seng rose 0.7 percent to 21,870.34 and the Shanghai Composite Index added 0.6 percent to 2,225.77. The smaller Shenzhen Composite Index advanced 0.8 percent to 926.22.

Another focus in Asia has been the rise in tensions between the two Koreas, as Pyongyang recalled all its workers from the Kaesong industrial complex, the last major economic link between South Korea and North Korea. South Korea's Kospi rose 0.1 percent to 1,920.74 but the country's currency, the won, hovered at its lowest levels since July 2012.

Oil prices were steady, with the benchmark New York rate up 22 cents at $93.58 a barrel.

(AP) ? Workers are putting the finishing touches on a new statue of the late Pope John Paul II that its backer is calling the tallest one of the pontiff in the world.

The 13.8-meter (45.3-foot) white fiberglass figure will tower over the southern Polish city of Czestochowa, home to the predominantly Catholic country's most important pilgrimage site, the Jasna Gora monastery.

Funded by a private investor and put up on his land, the statue of the Polish-born pontiff shows him smiling and stretching his arms to the world. On Tuesday, workers were joining the pieces together and painting them before the official unveiling of the statue Saturday, to be attended by church and city authorities.

Leszek Lyson, who is funding the project, called the pope "a great and good man who has done a lot for the world: ended communism and opened borders in Europe, reached out to people in his pilgrimages around the world."

He said the statue "should make everyone stop and think about life."

Its construction comes as the traditionally respected church is facing criticism for its conservative views on the family and ethics, and its opposition to abortion, in-vitro fertilization and gay marriage.

Poland has long been predominantly Roman Catholic, but church statistics show attendance shrinking from some 50 percent of parish members in the 1980s; to 45 percent in 2005, the year the pope died; to 41 percent in 2010.

Born Karol Wojtyla in Wadowice, southern Poland, John Paul was elected pope in 1978, a surprise choice from communist-controlled eastern Europe.

In Poland, he is credited with inspiring the Solidarity movement that helped end communism in 1989. His death was a time of national mourning.

Lyson told The Associated Press that he wants the new statue to remind future generations of the Polish pope.

However, 22-year-old Ewelina Gozdek, who was watching the preparations with her friends, was skeptical. "It is an attraction now in a city where nothing ever happens, but will be forgotten soon enough," she said.

The unveiling ceremony will mark three years since Lyson saved his son from drowning and is a sign of thanks.

He is also trying to get the statue into Guinness Book of Records as the world's tallest one of John Paul.

That will generate comparisons with two John Paul statues in other countries.

Last year, an adapted version of a controversial 5.5-meter (18-feet) bronze sculpture of Pope John Paul II went on display in Rome. The original had irked many Romans who said it was ugly and didn't adequately capture the likeness of their beloved pope.

In Santiago, Chile, a small statue of the pope was inaugurated on San Cristobal Hill in 2011, after a proposal to build a 13-meter (43-foot) one was rejected as too big.

Poland already boasts that it has the world's tallest statue of Jesus, unveiled in 2010 in the western town of Swiebodzin.

Discovery of a blue supergiant star born in the wild

Apr. 10, 2013 ? A duo of astronomers, Dr. Youichi Ohyama (Institute of Astronomy and Astrophysics, Academia Sinica or ASIAA, Taiwan) and Dr. Ananda Hota (UM-DAE Centre for Excellence in the Basic Sciences or CBS, India), has discovered a blue supergiant star located far beyond our Milky Way Galaxy in the constellation Virgo.

Over 55 million years ago, the star emerged in an extremely wild environment, surrounded by intensely hot plasma (a million degrees centigrade) and amidst raging cyclone winds blowing at four million kilometers per hour. Research using the Subaru Telescope, the Canada-France-Hawaii-Telescope (CFHT) and the National Aeronautics and Space Administration's (NASA) Galaxy Evolution Explorer (GALEX) revealed unprecedented views of the star formation process in this intergalactic context and showed the promise of future investigations of a possibly new mode of star formation, unlike that within our Milky Way.

About one thousand galaxies reside in a cluster filled with million-degree hot plasma and dark matter. The Virgo cluster, the nearest cluster of galaxies located about 55 million light years from Earth in the constellation Virgo, is an ideal laboratory to study the fate of gas stripped from the main body of galaxies falling into the intra-cluster medium. Does star formation take place in the clouds of stripped gas? If so, how? Dr. Ohyama and Dr. Hota focused on the trail of IC 3418 to explore a potentially new mode of star formation. Dr. Hota has been collecting data from multiple telescopes since 2006 to understand this galaxy, which he first spotted in the GALEX data during his Ph.D. research.

IC 3418 is a small galaxy falling into the Virgo cluster of galaxies at such a high speed (a thousand kilometers per second) that its blanket of cool gas strips off. As it passed through the cluster, its stripped-off cool gas formed a 55,500 light-years-long trail that looks very much like the water vapour condensation trail from a supersonic jet's path. Hot plasma surrounds the trail of IC 3418, and it has not been clear whether the clouds of cool gas would vaporize like water sprinkled on a hot frying pan or condense further to form new young massive stars. The GALEX ultraviolet image shows that new massive stars do form in the trail. How did the stripped gas condense to form new stars without getting vaporized by the hot plasma? This process does not conform to star formation in our Milky Way Galaxy where massive stars develop in groups inside of stellar nurseries sheltered within giant cold molecular gas clouds.

Dr. Ohyama suspected that a tiny dot of light emission in the trail of IC 3418 might be different from other blobs of ultraviolet light emissions in the trail. Spectroscopy of the little dot from Subaru Telescope's Faint Object Camera and Spectrograph (FOCAS) revealed something stunning. Dr. Ohyama recalls, "When I first saw the spectrum, I was so puzzled, since it did not look like anything I had known of in extra-galactic astronomy." Unlike typical star-forming regions, the telltale signs of stellar nurseries were missing.

Intense UV-radiation usually ionizes/heats-up the surrounding gas when a star is born. Instead of any sign of heated gas, the observation showed fast winds blowing out of the stellar atmosphere at a speed of about 160 kilometers per second. Comparison with emissions from nearby stars made it clear that this massive, hot (O-type) star had passed its youth and was now aging; it was at a stage known as Blue Supergiant star and would soon face its explosive death as a supernova.

Dr. Ohyama commented on the significance of the research: "If our interpretations are correct, this is probably the farthest star ever discovered with spectroscopic observation. Since we only observed for a fraction of the night with the 8.2 m Subaru Telescope, there is huge potential for stellar spectroscopy with extremely large telescopes, e.g., the Thirty Meter Telescope, being planned for the future. We look forward to that exciting time."

Dr. Hota emphasized how important it is for astronomers to pay attention to this exotic system: "Precisely because the thermal and dynamic contrast of star formation that our research shows cannot be observed within our Milky Way, the details revealed by the Subaru Telescope's spectroscopy and the deep, sharp imaging of CFHT are opening up a new avenue for investigating the baffling fundamentals of star formation." Future in-depth investigations of this cocktail of hot plasma and turbulent, cold gas may reveal very different characteristics of stars, which may remain wild, exotic objects, challenging current theories of star formation.

Lundbeck antidepressant gets boost from clinical trial

LONDON (Reuters) - Denmark's Lundbeck got a fresh boost for its experimental antidepressant Brintellix on Monday when a clinical trial showed benefits over another medicine called agomelatine that some doctors use when cheap generic pills fail.

Lundbeck and its Japanese partner Takeda submitted Brintellix, also known as vortioxetine, for regulatory approval in the United States and Europe at the end of last year.

Industry analysts at Deutsche Bank see the new drug having sales potential in excess of $1.5 billion and possibly up to $3 billion a year, although consensus forecasts for 2016 are a more modest $500 million, according to Thomson Reuters Pharma.

In the latest study, Lundbeck said that after four weeks of treatment Brintellix proved significantly more effective than agomelatine, which is sold as Valdoxan by private French drugmaker Servier.

Current antidepressants are mainly selective serotonin reuptake inhibitors, or SSRIs, and many are widely available as cheap generics, including Prozac.

A large number of patients, however, do not respond adequately to SSRIs or another class of antidepressants known as serotonin and noradrenaline reuptake inhibitors (SNRIs), prompting doctors to seek alternatives.

It is this market in "second-line" treatments that Lundbeck aims to tap into with Brintellix.

"This latest study clearly demonstrates that patients who have not had an adequate response on SSRIs or SNRIs can be switched to Brintellix and get a treatment effect - which is the relevant question for physicians," Lundbeck R&D head Anders Gersel Pedersen said in an interview.

Agomelatine was approved in Europe in 2009, making it the most recent new antidepressant to reach the market, although it is not sold in the United States.

Lundbeck hopes the new antidepressant will provide a new source of revenue as its existing antidepressant, Cipralex, sold as Lexapro in the United States and Japan, comes off patent protection.

Lundbeck also reported more positive clinical trial results for Selincro, its alcohol dependence drug. Selincro was recently approved in Europe, but is seen by analysts as a relatively modest seller.

Shares in the Danish group were 1.3 percent higher by 4:00 a.m. EST.

Navy unveils powerful ship-mounted laser weapon

The U.S. Navy announced Monday that it is preparing to deploy a new weapon that can disable a hostile boat and even destroy a surveillance drone overhead ? all without dispensing any expensive ammunition.

The Navy released this video showing its new laser weapons system during an exercise at sea. The laser is capable of destroying planes, drones and boats.

It is the Navy's Laser Weapons System (LaWS), a laser mounted on a ship that is so strong it can ignite a drone, sending it crashing and burning to earth in mere moments.


The USS Ponce, an amphibious transport docking ship, will be the first Navy vessel to deploy with the LaWS, officials announced Monday.

The new laser will be installed on the Ponce over the next year and operational in summer 2014. The Ponce is now based in the Fifth Fleet area, which covers the Persian Gulf and the Horn of Africa.

The LaWS will initially be used to combat small boats that pose a threat to larger U.S. Navy vessels ? much like the small Iranian fast boats that pester U.S. ships in the Persian Gulf and Strait of Hormuz.

The Navy plans to use the laser to combat missiles and other threats from the air, to ward off threatening ships and to stop other foreign threats. Eventually the system will be able to stop an incoming missile.

While making the announcement in Maryland today, Chief of Naval Operations Admiral Jonathan Greenert praised the LaWS ability to take out targets at a tiny fraction of the cost of other conventional weapons.

He claimed that the LaWS can shoot down a small drone for about $1 worth of electricity and, once the laser is operational, it should be able to replace a Gatling gun, whose rounds can cost several thousand dollars each.

A defense official also stressed that the laser will not have full capability to take down a larger target for a decade or so.

Despite speculation the laser is deploying to the Fifth Fleet to warn Iran, a U.S. military official says that the real reason it's going to that region is that it is "the hardest environment" the Navy has available to test the new system.

Australia PM eyes trilateral naval exercises with China and U.S.

BEIJING (Reuters) - Australia is hoping to see trilateral naval exercises with China and the United States and is pursuing a new strategic partnership with Asia's biggest economy, Prime Minister Julia Gillard said on Tuesday.

Gillard, speaking in Beijing at a trade forum, said Australia was seeking more cooperation with China in clean energy and emissions trading.

Gillard said defense cooperation between China and Australia was likely to be strengthened, nearly three years after the two countries held bilateral naval drills, and said that would help bring stability to the region.

"Over time, we would like to see this extended to trilateral naval exercises including the United States," she said at an Australia China Economic and Trade Forum in Beijing.

Australia has positioned itself as the strongest U.S. ally in the Asia-Pacific region and it is also seeking firmer defense ties with China.

With China and Australia due to start direct trading between their currencies this week, Gillard also called for a more broad-based economic relationship and more diversified investment.

China and Australia would announce plans for a new partnership framework after a meeting with Chinese Premier Li Keqiang later on Tuesday, Gillard said.

It?s difficult to believe that Pujols is going to stick by that because other highly-paid baseball players have said similar things in the past and then cashed their checks anyway. The MLBPA would certainly frown on it for the precedent that it might set.

Pujols signed a 10-year, $240 million free agent contract with the Angels in December 2011. The 33-year-old first baseman will earn $16 million this season, $23 million in 2014, $24 million in 2015, $25 million in 2016, $26 million in 2017, $27 million in 2018, $28 million in 2019, $29 million in 2020 and $30 million in 2021.

He also holds a 10-year, $10 million personal services contract that will take effect once he retires.

A raucous public debate over the nation's flawed immigration system is set to begin in earnest this week as senators finalize a bipartisan bill to secure the border, allow tens of thousands of foreign workers into the country and grant eventual citizenship to the estimated 11 million people living here illegally.

Already negotiators are cautioning of struggles ahead for an issue that's defied resolution for years. An immigration deal came close on the Senate floor in 2007 but collapsed amid interest group bickering and an angry public backlash.

"There will be a great deal of unhappiness about this proposal because everybody didn't get what they wanted," Sen. John McCain, R-Ariz., a leader of the eight senators negotiating the legislation, said Sunday. "There are entrenched positions on both sides of this issue."

"There's a long road," said Sen. Chuck Schumer, D-N.Y., appearing alongside McCain on CBS' "Face the Nation." ''There are people on both sides who are against this bill, and they will be able to shoot at it."

Schumer, McCain and their "Gang of Eight" already missed a self-imposed deadline to have their bill ready in March, but Schumer said he hopes that this week, it will happen.

"All of us have said that there will be no agreement until the eight of us agree to a big, specific bill, but hopefully we can get that done by the end of the week," said Schumer.

Schumer, McCain and other negotiators are trying to avoid mistakes of the past.

A painstaking deal reached a week ago knit together traditional enemies, the U.S. Chamber of Commerce and the AFL-CIO, in an accord over a new low-skilled worker program. The proposal would allow up to 200,000 workers a year into the county to fill jobs in construction, hospitality, nursing homes and other areas where employers say they have a difficult time hiring Americans.

The negotiators also have pledged to move the bill through the Senate Judiciary Committee and onto the floor according to what's known in Senate jargon as "regular order," trying to head off complaints from conservatives that the legislation is being rammed through.

A deal on immigration is a top second-term priority for President Barack Obama, and his senior adviser Dan Pfeiffer said Sunday that the bill being developed in the Senate is consistent with Obama's approach ? even though the Senate plan would tie border security to a path to citizenship in a manner Obama administration officials have criticized.

Pfeiffer didn't answer directly when asked on "Fox News Sunday" whether Obama would sign legislation making a path to citizenship contingent on first securing the border. But he suggested Obama was supportive of the Senate plan.

(AP) ? U.S. Secretary of State John Kerry on Sunday railed against the "cowardly" terrorists responsible for the attack that killed five Americans in Afghanistan, including a "selfless, idealistic" young diplomat on a mission to donate books to students.

In the deadliest day in eight months for the United States in the war, militants killed six Americans in separate attacks Saturday, the violence occurring hours after the U.S. military's top officer arrived in Afghanistan for consultations with Afghan and U.S.-led coalition officials.

Kerry, in Turkey for meetings with the country's leaders, said 25-year-old Anne Smedinghoff of Illinois had assisted him when he visited Afghanistan two weeks ago. She served as his control officer, an honor often bestowed on up-and-coming members of the U.S. foreign service.

At a news conference with Turkey's foreign minister, Ahmet Davutoglu, Kerry described Smedinghoff as "a selfless, idealistic woman who woke up yesterday morning and set out to bring textbooks to school children, to bring them knowledge."

"Anne and those with her," Kerry said, "were attacked by the Taliban terrorists who woke up that day not with a mission to educate or to help, but with a mission to destroy. A brave American was determined to brighten the light of learning through books, written in the native tongue of the students she had never met, whom she felt it incumbent to help."

Kerry said Smedinghoff "was met by a cowardly terrorist determined to bring darkness and death to total strangers. These are the challenges that our citizens face, not just in Afghanistan but in many dangerous parts of the world ? where a nihilism, an empty approach, is willing to take life rather than give it."

The attack also killed three U.S. service members, a U.S. civilian who worked for the U.S. Defense Department and an Afghan doctor when the group was struck by an explosion while traveling to a school in southern Afghanistan, according to coalition officials and the State Department.

Another American civilian was killed in a separate attack in eastern Afghanistan, the U.S. military said in a statement.

It was the deadliest day for Americans since Aug. 16, when seven U.S. service members died in two attacks in Kandahar province, the birthplace of the Taliban insurgency. Six were killed when their helicopter was shot down by insurgents and one soldier died in a roadside bomb explosion.

Officials said the explosion Saturday came just as a coalition convoy drove past a caravan of vehicles carrying the governor of Zabul province to the event at the school.

A Taliban spokesman claimed responsibility and said the bomber was seeking to target either a coalition convoy or the governor.

Kerry said the terrorists only "strengthened the resolve of the nation, the diplomatic corps, the military, all resources determined to continue the hard work of helping people to help themselves."

He said "America does not and will not cower before terrorism. We are going to forge on, we're going to step up. ... We put ourselves in harm's way because we believe in giving hope to our brothers and sisters all over the world, knowing that we share universal human values with people all over the world ? the dignity of opportunity and progress," the Obama administration's top diplomat said.

"So it is now up to us to determine what the legacy of this tragedy will be. Where others seek to destroy, we intend to show a stronger determination in order to brighten our shared future, even when others try to darken it with violence. That was Anne's mission," he added.

The deaths brought the number of foreign military troops killed this year to 30, including 22 Americans. A total of six foreign civilians have died in Afghanistan so far this year, according to an AP count.

The Taliban have said civilians working for the government or the coalition are legitimate targets, despite a warning from the United Nations that such killings may violate international law.

In earlier remarks Sunday to U.S. consulate workers, Kerry said that "folks who want to kill people, and that's all they want to do, are scared of knowledge. They want to shut the doors and they don't want people to make their choices about the future. For them, it's you do things our way, or we throw acid in your face or we put a bullet in your face," he said.

Kerry described Smedinghoff as "vivacious, smart, capable, chosen often by the ambassador there to be the lead person because of her capacity."

He said "there are no words for anyone to describe the extraordinary harsh contradiction for a young 25-year-old woman, with all of her future ahead of her, believing in the possibilities of diplomacy to improve people's lives, making a difference, having an impact" to be killed, Kerry said.

Smedinghoff previously served in Venezuela.

"The world lost a truly beautiful soul today," her parents, Tom and Mary Beth Smedinghoff, said in a statement emailed to The Washington Post.

"Working as a public diplomacy officer, she particularly enjoyed the opportunity to work directly with the Afghan people and was always looking for opportunities to reach out and help to make a difference in the lives of those living in a country ravaged by war," they said. "We are consoled knowing that she was doing what she loved, and that she was serving her country by helping to make a positive difference in the world."

The last American diplomat killed on the job was Chris Stevens, the U.S. ambassador to Libya. Stevens and three other American died in an attack Sept. 11 on a U.S. facility in Benghazi, Libya. No one has yet been brought to justice in that attack.

China says it can control bird flu outbreak

BEIJING (Reuters) - China can control the outbreak of an avian flu strain newly contracted by humans, a senior Chinese health official said on Sunday, a day after China reported its eighteenth case of the H7N9 virus that has so far killed six people.

China has said it is mobilizing resources nationwide to combat the new strain of bird flu, monitoring hundreds of close contacts of confirmed cases and culling tens of thousands of birds where traces of the virus were found.

"We are confident we can effectively control it (H7N9)," the head of China's National Health and Family Planning Commission Li Bin told Reuters on the sidelines of a World Health Organization-backed event in Beijing.

Li did not elaborate, but she is the most senior Chinese health official yet to publicly comment on the subject.

The bird flu outbreak has caused global concern and some Chinese internet users and newspapers have questioned why it took so long for the government to announce the new cases, especially as two of the victims fell ill in February.

The government has said it needed time to correctly identify the virus.

The WHO's representative to China, Dr. Michael O'Leary, repeated that no evidence of transmission between humans has been found and praised China for its efforts to determine the source of the virus.

"I'm very impressed with the action of the laboratories in this regard," O'Leary said at a World Health Day event in the Chinese capital.

"China is demonstrating their ability to get on top of this problem quickly," he said.

In 2003, authorities initially tried to cover up an epidemic of Severe Acute Respiratory Syndrome (SARS), which emerged in China and killed about 10 percent of the 8,000 people it infected worldwide.

Other strains of bird flu, such as H5N1, have been circulating for many years and can be transmitted from bird to bird, and bird to human, but not generally from human to human.

Are NKorea's neighbors at risk of nuclear strike?

WASHINGTON (AP) ? North Korea is widely recognized as being years away from perfecting the technology to back up its bold threats of a pre-emptive strike on America. But some nuclear experts say it might have the know-how to fire a nuclear-tipped missile at South Korea and Japan, which host U.S. military bases.

No one can tell with any certainty how much technological progress North Korea has made, aside from perhaps a few people close to its secretive leadership.

If true, it is unlikely the North would launch such an attack because the retaliation would be devastating.

The North's third nuclear test on Feb. 12, which prompted the toughest U.N. Security Council penalties yet, is presumed to have advanced its ability to miniaturize a nuclear device.

Experts say it's easier to design a nuclear warhead that works on a shorter-range missile than one for an intercontinental missile that could target the U.S.

The assessment of David Albright at the Institute for Science and International Security think-tank is that North Korea has the capability to mount a warhead on its Nodong missile, which has a range of 800 miles (1,280 kilometers) and could hit in South Korea and most of Japan.

He said in his analysis, published after the latest nuclear test, that it is an uncertain estimate, and the warhead's reliability remains unclear.

Albright contends that the experience of Pakistan could serve as precedent.

Pakistan bought the Nodong from North Korea after its first flight test in 1993, then adapted and produced it for its own use. Pakistan, which conducted its first nuclear test in 1998, is said to have taken less than 10 years to miniaturize a warhead before that test, Albright said.

North Korea also obtained technology from the trafficking network of A.Q. Khan, a disgraced pioneer of Pakistan's nuclear program, acquiring centrifuges for enriching uranium. According to the Congressional Research Service, Khan may also have supplied a Chinese-origin nuclear weapon design he provided to Libya and Iran, which could have helped the North in developing a warhead for a ballistic missile.

But Siegfried Hecker at Stanford University's Center for International Security and Cooperation, who has visited North Korea seven times and been granted unusual access to its nuclear facilities, is skeptical the North has advanced that far in miniaturization of a nuclear device.

"Nobody outside of a small elite in North Korea knows ? and even they don't know for sure," he said in an emailed response to questions from The Associated Press. "I agree that we cannot rule it out for one of their shorter-range missiles, but we simply don't know."

"Thanks to A.Q. Khan, they almost certainly have designs for such a device that could fit on some of their short- or medium-range missiles," said Hecker, who last visited the North in November 2010. "But it is a long way from having a design and having confidence that you can put a warhead on a missile and have it survive the thermal and mechanical stresses during launch and along its entire trajectory."

The differing opinions underscore a fundamental problem in assessing a country as isolated as North Korea, particularly its weapons programs: solid proof is very hard to come by.

For example, the international community remains largely in the dark about the latest underground nuclear test.

Although it caused a magnitude 5.1 tremor, no gases escaped and experts say there was no way to evaluate whether a plutonium or uranium device was detonated. That information would help reveal whether North Korea has managed to produce highly enriched uranium, giving it a new source of fissile material, and help determine the type and sophistication of the North's warhead design.

The guessing game about the North's nuclear weapons program dates back decades.

Albright says that in the early 1990s, the CIA estimated that North Korea had a "first-generation" design for a plutonium device that was likely to be deployed on the Nodong missile ? although it's not clear what information that estimate was based on.

"Given that 20 years has passed since the deployment of the Nodong, an assessment that North Korea successfully developed a warhead able to be delivered by that missile is reasonable," Albright wrote.

According to Nick Hansen, a retired intelligence expert who closely monitors developments in the North's weapons programs, the Nodong missile was first flight-tested in 1993. Pakistan claims to have re-engineered the missile and successfully tested it, although doubts apparently persist about its reliability.

Whether North Korea has also figured out how to wed the missile with a nuclear warhead has major ramifications not just for South Korea and Japan, but for the U.S. itself, which counts those nations as its principal allies in Asia and retains 80,000 troops in the two countries.

U.S. intelligence appears to have vacillated in its assessments of North Korea's capabilities.

In April 2005, Lowell Jacoby, director of the Defense Intelligence Agency, told the Senate Armed Services Committee that North Korea had the capability to arm a missile with a nuclear device. Pentagon officials, however, later backtracked.

According to the Congressional Research Service, a report from the same intelligence agency to Congress in August 2007 said that "North Korea has short and medium-range missiles that could be fitted with nuclear weapons, but we do not know whether it has in fact done so."

In an interview Friday in Germany, Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, said the U.S. does not know whether North Korea has "weaponized" its nuclear capability.

Still, Washington is taking North Korea's nuclear threats seriously.

The bellicose rhetoric follows not just the nuclear test in February, but the launch in December of a long-range North Korean rocket that could potentially hit the continental U.S.

According to South Korean officials, North Korea has moved at least one missile with "considerable range" to its east coast ? possibly the untested Musudan missile, believed to have a range of 1,800 miles (3,000 kilometers).

This past week, the U.S. said two of the Navy's missile-defense ships were positioned closer to the Korean peninsula, and a land-based system is being deployed for the Pacific territory of Guam. The Pentagon last month announced longer-term plans to beef up its U.S.-based missile defenses.

South Korea is separated from North Korea and its huge standing army by a heavily militarized frontier, and the countries remain in an official state of war, as the Korean War ended in 1953 without a peace treaty.

Even without nuclear arms, the North positions enough artillery within range of Seoul to devastate large parts of the capital before the much-better-equipped U.S. and South Korea could fully respond.

Japan has been starkly aware of the threat since North Korea's 1998 test of the medium-range Taepodong missile that overflew its territory.

In the latest standoff, much of the international attention has been on the North's potential threat to the U.S., a more distant prospect than its capabilities to strike its own neighbors. Experts say the North could hit South Korea with chemical weapons, and might also be able to use a Scud missile to carry a nuclear warhead.

Darryl Kimball, executive director of the Arms Control Association, acknowledges the North might be able to put a warhead on a Nodong missile, but he sees it as unlikely. He says the North's nuclear threats are less worthy of attention than the prospects of a miscalculation leading to a conventional war.

"North Korea understands that a serious attack on South Korea or other U.S. interests is going to be met with overwhelming force," he said. "It would be near suicidal for the regime."

EU: Nuclear talks with Iran have failed

ALMATY, Kazakhstan (AP) ? Iran and six world powers failed to reach agreement Saturday on an approach to reducing fears that Tehran might use its nuclear technology to make weapons, with the EU's foreign policy chief declaring that the two sides "remain far apart on substance."

Expectations that the negotiations were making progress rose as an afternoon session was extended into the evening. But comments by Catherine Ashton, the European Union's head of foreign policy made clear that the two sides failed to make enough headway to qualify the meeting as a success.

"What matters in the end is substance, and ... we are still a considerable distance apart," Ashton told reporters at the end of the two-day talks.

Ashton said negotiators would now consult with their capitals. She made no mention of plans for a new meeting ? another sign that the gap dividing the two sides remains substantial.

The six insist Iran cut back on its highest grade uranium enrichment production and stockpile, fearing Tehran will divert it from making nuclear fuel to form the material used in the core of nuclear warhead. They say Iran must make that move ? and make it first ? to build confidence that its nuclear program is peaceful.

They were asking Tehran to greatly limit its production and stockpiling of uranium enriched to 20 percent, which is just a technical step away from weapons-grade uranium. That would keep Iran's supply below the amount needed for further processing into a weapon.

But Iran wants greater rewards for any concessions that the six are ready to give. They have offered to lift sanctions on Iran's gold transactions and petrochemical trade. But Tehran wants much more substantial sanctions relief. It seeks an end to international penalties crippling its oil trade and financial transactions.

The talks already seemed to run into trouble shortly after they began Friday with a Western diplomat saying Iran's response to the offer from the group fell short of what the six wanted and instead amounted to a "reworking" of proposals it made last year at negotiations that broke up in disagreement.

The Michigan Wolverines advanced to the NCAA national championship game Saturday night, beating the Syracuse Orange 61-56. Michigan will face the Louisville Cardinals Monday night at 9:23 p.m.

No, this is quite a team ? all the way down the roster.

Fearlessly attacking Syracuse's suffocating zone in the first half, getting big contributions off the bench, and hanging on for dear life at the end, the Wolverines advanced to the national championship game with a 61-56 victory over the Orange in the?Final?Four?on Saturday night.

So put away those comparisons to the Fab Five.

This group of young stars is determined to leave its own legacy.

"We've been a team all year," said coach John Beilein, whose Wolverines were playing in the?Final?Four?for the first time since 1993, when the Fab Five lost for the second straight time in the national title game. "It was great."

Michigan (31-7) will be going for its first national title since 1989 when it faces Louisville on Monday at the Georgia Dome. Syracuse (30-10) failed to complete an all-Big East?final?in the fabled league's last season before a major overhaul.

Louisville was established as a 4 1/2-point title game favorite.

Don't expect that to bother the brash young Wolverines a bit. They showed they could win even when their best weapon, Associated Press player of the year Trey Burke, was having a really ugly night.

He scored just seven points on 1-of-8 shooting.

"We know Trey is our leader, and sometimes he's not going to have a game like he's had all season," said Tim Hardaway Jr., who led Michigan with 13 points. "That's when our team stepped up."

Trailing 58-56, the Orange had a chance to force overtime. But Brandon Triche was called for a foul when Jordan Morgan stepped in to take the charge with 19.2 seconds left.

"Jordan is our best charge-taker," Beilein said. "He stood in there and took a good one."

After Jon Horford made only one of two free throws, Syracuse called timeout and set up a play. Curiously, the Orange didn't attempt a tying 3-pointer. Instead, Trevor Cooney drove the lane looking to put up an easier shot. But the ball was swatted away, Michigan saved it from going out of bounds and Morgan wound up taking a long pass the other way.

He threw down a thunderous slam with just over a second remaining to cap the triumph.

Triche blamed himself for driving the ball recklessly into the lane when Syracuse had a chance to tie it.

A University of Colorado at Denver psychiatrist treating movie-theater massacre defendant James Holmes warned police of "homicidal statements" Holmes made one month before the Aurora, Colo., attack, according to a search warrant unsealed Thursday.

Dr. Lynn Fenton reported to University of Denver Police in June that Holmes posed a threat to the public through violent comments he made to her, according to the newly released court documents.

She also advised police that Holmes had stopped seeing her but had begun threatening her via text messages.

Holmes is accused of killing 12 and injuring 70 in a gruesome attack on a movie theater in Aurora, Colo. on July 20.

According to the document, University of Denver Police alerted Aurora, Colo. authorities of the received threat shortly after the attack.

The search warrant also reveals that on July 12, shortly before the shooting, Holmes sent Fenton a notebook that contained burned $20 bills.

The documents were released late Thursday after a judge ruled?the arrest and search warrant affidavits?could be unsealed following a request from various media organizations.?

District Judge Carlos Samour said the information had largely already been made public during court proceedings. But both prosecuting and defense attorneys objected. ?

Holmes attorney's said they worried the release could hurt their client's chances at a fair trial. Prosecutors expressed concerns about the privacy of victims and witnesses.

Samour took over the case earlier this week after previous Judge?William Sylvester stepped down, unable to commit the time necessary to preside over a death penalty case. ?

On Monday,?prosecutors?announced they would seek the death penalty, despite the defense's offer to have Holmes plead guilty and serve a life sentence.?

Mexico celebrated at tonight's Dynamo Global Series

Dynamo Art, the trendy new art space at CocoWalk is introducing Dynamo Global Series, an event that showcases the culture of a different country each month.?

The first event of the series, tonight, April 5, will be dedicated to Mexico. Enjoy typical food and beverages from Mexico, along with its art and short films that are presented in cooperation with the Miami Short Film Festival. The program begins at 7 pm with beer and wine and Mexican bites, and at 8 pm, the first short film (sub-titled) will be shown.

Festivities continue all evening long, and at midnight the event comes to a close with a toast.
