Duke Energy quiet on Progress CEO Bill Johnson?s departure

Bill Johnson, who had been chief executive of Progress Energy Inc., has resigned from the newly merged Duke Energy Corp.

The lead director for Duke Energy Corp.?s board says the company will not have any additional comment on Bill Johnson?s departure as chief executive of the company following its merger with Progress Energy Inc.

Duke (NYSE: DUK) says Johnson?s exit was a mutually agreed decision.

Johnson, who had been chief executive of Raleigh-based Progress, was to become CEO of the combined company under the terms of their merger agreement. He submitted his resignation after the deal was complete.

Duke Energy Ohio provides electric service to about 690,000 customers and natural gas service to about 400,000 customers.

In a conference call Tuesday morning, lead director Ann Maynard Gray emphasized that the decision to accept Johnson?s resignation was accepted by the new board, which is made up of 11 members from the former Duke board and seven from the former Progress board. Johnson declined to comment.

Given that, it may be some time before the reason for Johnson?s resignation is known. One thing to keep an eye on would be the cost estimates for repairing Progress Energy?s crippled Crystal River nuclear plant in Florida.

The 860-megawatt plant has been out of commission since September 2009, when Progress attempted to replace the steam generator during a planned outage for refueling. Progress decided to handle the repairs itself but quickly ran into problems. The concrete walls of the containment building began separating.

Repair efforts failed, and last spring the company announced it would remain closed until 2014. And it said it was considering whether to repair or shut down the plant.

London Shard looms over Britain's eclectic capital

LONDON (Reuters) - Rising like a gleaming splinter of glass into a grey sky, London's tallest building is designed to mirror a dynamic city living ahead of its time.

But for Londoners dwelling in its shadow, the futuristic new skyscraper known as the Shard is more a reflection of their own unease at the city's fast-changing and confusing identity.

Still an empty shell and yet to secure any office tenants, the giant Qatari-funded spire, the highest in western Europe, also stands as a powerful symbol of tough and unpredictable economic times.

Towering 310 metres (1,016 feet) over the south bank of the River Thames, the Shard already dominates London like no other building, its spire sometimes obscured by cloud in the British capital's often overcast skies.

The 95-storey Shard, so called because of its resemblance to a gigantic glass splinter, has yet to be finished but this week marks the completion of its physical exterior. A delegation of Qatar royals has flown in to oversee the coming of age of their 1.5 billion pound creation.

London's skyscrapers are modest compared with those of other financial centres in the Americas, Middle East and Asia. Even the Shard remains lower than New York's Empire State Building, completed more than 80 years ago, and it falls well short of half the height of the Burj Khalifa tower in Dubai.

Moscow's Federation Tower, like the Shard not yet finished, will be the highest in Europe at 360 metres.

But once completed next year, the Shard will boast some of Europe's highest and most expensive flats, their bedrooms and kitchens offering views over a skyline where facades of bygone eras sit alongside the steel and chrome of a new London.

The squalor and extreme poverty of Victorian London, described by novelist Charles Dickens 150 years ago, are long gone. Yet the Shard stands close to some of the city's most deprived areas where unemployment and crime remain rife as Britain endures its second recession of the financial crisis.

For some Londoners, its hulking mass next to London Bridge railway station is intimidating, with many scoffing at its flashiness as an example of wasteful spending at a time of economic and social uncertainty.

"There is nothing for local people in it. Some of the apartments at the top are going to sell for millions of pounds in an area where there is a lot of poverty," said Lee, an office worker in her fifties who lives near the Shard.

"I can see it from everywhere. The best time is when it's raining and the mist goes right all the way up and covers it, and you can't see it. That's the best time."

Rouhman Choudhury, who helps to run local council housing estates, agreed. "It's just monstrous," he said, pointing at the Shard's silhouette looming over a collection of rundown buildings.

"There are similar situations in other parts of London too where you have council estates with poverty and high unemployment. This doesn't seem to help the community in any way. We don't even know what's inside."

British media have given it a chilly welcome, with some calling it an example of the new "oligarchitecture" dominating London. Others see it simply an as eyesore, saying it has ruined views over the mediaeval Tower of London and Baroque St Paul's Cathedral which once dominated the skyline.

"The skyscraper both encapsulates and extends the ways in which London is becoming more unequal and dangerously dependent on hot money," the left-leaning Guardian daily wrote on June 25.

"So, the Shard: it's expensive. It's off-limits. It's largely owned by people who don't live here. And it is the perfect metaphor for what our capital is becoming."

EMPTY SHELL

Designed by Italian Renzo Piano, the Shard is expected to draw rich customers from all over the world but so far it has signed only one pre-let deal with the five-star Shangri-La Hotel and spa.

Insiders shrug off concerns about finding tenants during the recession. "They are in talks. But nothing has been signed yet," said a person with knowledge of negotiations. "On tenants you will start hearing any time now, onwards."

Liz Peace, chief executive of the British Property Federation, said the political and economic uncertainty arising from the Arab Spring and the euro zone crisis had driven up foreign interest in investing in prime London property.

"Everybody with money to spend wants to be in London ... If you're a sovereign wealth fund with lots of gas money, you can afford not to require a return next year or the year after," she said. "People either love it or hate it, but I don't see why you shouldn't have iconic skyscrapers in London just because we have lots of lower-rise historic buildings."

Curiously, a January report by Barclays Capital pointed to a correlation between new skyscrapers and hard financial times, saying construction of the Empire State Building and some other landmarks coincided with economic crises.

But some people are more positive. Ken Shuttleworth, an architect and mastermind behind another striking London skyscraper known as the Gherkin, said that the British capital, like any other city, had to evolve. "It's not a museum, it's basically a living, working organism," he said.

Shuttleworth drew comparisons between London and the French capital where almost all skyscrapers stand outside the historic centre, including the Defence financial district.

"You can't say it's got to be like it used be in mediaeval times because that's not feasible. Otherwise you end up with Paris, where nothing really happens in middle of Paris and everyone has to go and work out in La Defence," he said.

But what would Dickens say? "I think he would be astonished. Absolutely astonished," said Shuttleworth. "I'm sure if he was here, he'd write a book about the Shard."

Iraq bombs kill 40; officials eye security bribes

BAGHDAD (AP) ? Bombs pounded six Iraqi cities and towns Tuesday, killing at least 40 people and raising suspicion that security forces might be assisting terrorists in launching attacks on Shiite Muslims.

The onslaught came just ahead of a religious pilgrimage that could attract even more violence.

A senior Iraqi intelligence official said checkpoint guards may have been bribed to help al-Qaida-linked Sunni insurgents plant bombs at Shiite marketplaces. The attacks injected new fear into Iraqis, resigned to worsening violence six months after the last American troops left the country.

"We want to live a normal life, but with the current spike in violence and victims, I am personally thinking of moving," said Hassan al-Saadi, 40, a Shiite sports equipment store owner in Baghdad who is considering pulling his four children from school for their safety.

"I see the future as worse," al-Saadi said.

A spike in violence over the last month is blamed partially on Iraq's paralyzing political crisis, which pits Prime Minister Nouri al-Maliki's Shiite-led government against rival Shiite politicians, Sunni Muslims and ethnic Kurds who complain they've been sidelined.

Also, the crisis in neighboring Syria may have allowed weapons intended for the opposition to President Bashar Assad to be siphoned off to Iraqi insurgents.

Tuesday's deadliest attacks hit the southern Shiite cities of Karbala and Diwaniyah. Despite the risk, hundreds of thousands of Shiite pilgrims are expected to gather Friday in Karbala for an annual religious observance.

Sunnis also were targeted. Two blasts hit a residential area in the Sunni city of Taji, just north of the capital, killing three people. Four people died in bombings and shootings in Sunni-dominated Diyala province in Iraq's northeast.

In Diwaniyah, officials said an explosives-laden vegetable truck ripped through a crowded market, killing 26 people and wounding about 75 more.

"There were many charred bodies on the ground," said vegetable seller Salah Abbas, 41, who rushed to help wounded people before ambulances arrived. "People screaming and crying ? some were coming in to get their relatives while others were running out."

The senior intelligence official said there were at least two security lapses in the market attack, and money might have changed hands.

One guard at a security checkpoint in Diwaniyah failed to properly search the produce truck because he couldn't stand the smell of rotting vegetables and fruit. Another guard allowed the truck to enter the market instead of being unloaded outside as security rules require, the intelligence official said.

"We do not rule out that bribes were paid to some at the checkpoints," the official said, speaking on condition of anonymity in order to discuss sensitive security matters.

Checkpoints are so common in Iraqi cities that it's impossible to go more than a few kilometers (miles) without encountering one.

"The aim of today's attacks is to show that all the security measures taken to protect the pilgrims are a failure," the intelligence official said.

A few hours before the Diwaniyah attack, two bombs in cars parked outside a Karbala market killed five people and wounded 30. Karbala is 90 kilometers (55 miles) from Baghdad, and Diwaniyah is further south, 130 kilometers (80 miles) from the capital.

In Baghdad, two roadside bombs exploded near security patrols in separate neighborhoods, killing a policeman and a passer-by, officials said.

In Diyala province, just northeast of Baghdad, a bombing killed two farmers, and a drive-by shooting killed two security officers. The casualties in Baghdad, Taji and Diyala were confirmed by police and health officials who spoke on condition of anonymity because they were not authorized to release the information.

There were no claims of responsibility for the latest bombings, which followed a particularly bloody June.

Last month, attacks timed around a Shiite pilgrimage in Baghdad killed about 100 people. This week, pilgrims are heading to Karbala, one of the holiest cities in Shiite Islam, to mark the birth of the ninth-century Shiite leader known as the Hidden Imam.

John Drake, an Iraq specialist for the British-based AKE security consultancy, said attacks on pilgrims are likely to increase in coming days.

"A large number will travel to Karbala this week, and radical groups such as al-Qaeda and its local affiliates may try to attack them in an attempt to inflict numerous casualties and enflame inter-communal tensions," Drake said.

In the years after the 2003 U.S.-led invasion toppled Saddam Hussein's Sunni regime, Shiite leaders encouraged pilgrimages to demonstrate their power. Slain pilgrims were considered martyrs and strengthened the Shiite cause by demonizing Sunnis. Even now, with Shiites controlling the government, the pilgrimages continue in a show of faith largely banned under Saddam.

"We are confident that the Shiite pilgrims will be undaunted by these explosions," Karbala Gov. Amal-Din al-Hir said.

Security forces have struggled to stop past month's spiraling violence, damaging the government's shaky credibility among Iraqis and fanning fears the country may be spiraling out of control without American troops.

Sunni insurgents appear to have been emboldened by the months-long political crisis, seeking to exploit ethnic and sectarian tension to drag Iraq back down into the widespread violence between Sunni and Shiites that brought Iraq to the brink of civil war five years ago.

"These guys see Iraq as a gigantic bomb, and they are trying their hardest to set it off," said Kenneth Pollack, a Clinton administration official who is now a Middle East analyst at the Brookings Institution think tank in Washington.

Though there have not been retaliatory attacks by Shiite militias that characterized Iraq's darkest days, Pollack sees no quick relief for Iraq. He said security forces are too weak to stop terrorist attacks, and any harsh crackdown by al-Maliki's government could prompt even more resentment and unrest among Sunni and Kurd populations.

"Right now, the most likely trend is deepening violence," Pollack said.
