Wal-Mart limits ammo sales after demand surges

1 hr.

Wal-Mart has started to limit sales of ammunition to three boxes per customer per day due to limited supplies, a spokeswoman said on Wednesday.?

Sales of guns and ammunition have risen across the United States since the December 14 shooting at a Newtown, Connecticut elementary school.?

Walmart U.S., is the largest unit of Wal-Mart Stores Inc, which is the world's largest retailer and the largest U.S. gun seller. The Bentonville, Arkansas-based retailer had said that it works to strike the right balance between serving hunters and sportsmen and ensuring that it sells firearms responsibly.?

"In order to take care of as many customers as possible, starting Thursday, January 24, all ammunition sales were limited to three boxes per customer, per day as supply is limited at this time," spokeswoman Ashley Hardie told Reuters on Wednesday.?

Wal-Mart was a charter member of New York City Mayor Michael Bloomberg's coalition against illegal guns and adopted a 10-point code established by the Responsible Firearms Retailer Partnership that goes beyond what the law requires.?

Data released on Monday by the Federal Bureau of Investigation's National Instant Criminal Background Check System showed that nine of the top 10 days for firearms checks from November 30, 1998, to January 27, 2013, including December 14, 2012, occurred since Adam Lanza killed 20 children and six adults at Sandy Hook Elementary School and then shot and killed himself. Lanza also killed his mother before the school massacre.?

Wal-Mart's policy change was reported earlier by The City Wire, an Arkansas news outlet.

'Neurosteroid' found to prevent brain injury caused by HIV/AIDS

Jan. 31, 2013 ? A team of scientists from Canada, Thailand and Morocco have found that DHEA-S may prevent neurocognitive impairment that affects a significant percentage of AIDS patients. In a report appearing in the February 2013 issue of The FASEB Journal, they describe how a network of steroid molecules found in the brain, termed "neurosteroids," is disrupted during HIV infection leading to brain damage. This suggests that treatment with one of these steroid molecules, called DHEA-S, may offset the disruption caused by the virus to prevent or reduce brain damage.

"From these studies, we have gained a better understanding of how HIV injures the brain during AIDS, together with developing a new treatment approach for the resulting neurological disabilities arising from HIV/AIDS," said Christopher Power, M.D., co-author of this study from the Department of Medicine at the Medical Research Centre at the University of Alberta in Edmonton, Canada.

To make their discovery, Power and colleagues initially found that neurosteroid enzyme levels were suppressed in the brains of people with HIV/AIDS and that a neurosteroid molecule, DHEA-S, prevented damage to cultured brain cells (neurons) caused by HIV. Then, using an animal model of AIDS, they showed that treatment with DHEA-S prevented neuronal damage in the brain by reducing the adverse effects of HIV. Neurosteroids have already been proposed as treatments for epilepsy, head injury, post-traumatic stress disorder and depression, and these findings extend the potential treatment applications for neurosteroid-related molecules.

"Most people know that AIDS wreaks total havoc on our immune systems," said Gerald Weissmann, M.D., Editor-in-Chief of The FASEB Journal, "but far fewer people know that the disease can also lead to noticeable brain damage. This research study offers an explanation why this occurs as well as a possible solution for preventing it. The next steps, of course, involve looking into whether or not people will benefit from some form of DHEA-S treatment."

Then and Now: Hagel on National Security Issues

Chuck Hagel, President Barack Obama's nominee for defense secretary, sparred Thursday with members of the Senate Armed Services Committee over his record on a variety of national security issues. Below is a summary of his past and current statements on Iran, nuclear weapons, and other key topics.

IRAN: In the past, Hagel questioned the effectiveness of unilateral sanctions that the United States has imposed against Iran, arguing that penalties in conjunction with international partners made more sense. "I just don't think the unilateral approach and giving war speeches helps the situation," Hagel said in October 2007. "It will just drive the Iranians closer together."

During his confirmation hearing, Hagel took a hardline on Iran that echoed the Obama administration's position, but also defended his voting record on Iran during two terms as a U.S. senator. "When I voted against some of those unilateral sanctions on Iran, it was a different time," Hagel told the committee. "For example, I believe, one was in 2001, 2002. We were at a different place with Iran during that time."

The George W. Bush administration didn't even want to renew sanctions against Iran a decade ago because it wasn't sure they would work, Hagel added. "That wasn't the only reason I voted against it," he said. "It was because I thought there might be other ways to employ our vast ability to harness power and allies. It was never a question of, 'Did I disagree with the objective.'"

NUCLEAR WEAPONS: Hagel co-authored a study by the advocacy group Global Zero that called for an 80 percent reduction of U.S. nuclear weapons and the elimination of all nuclear-armed intercontinental ballistic missiles. "Getting to global zero will take years," Hagel wrote in a March 2009 letter to Obama on behalf of the group. "So it is important that we set our course toward a world without nuclear weapons now to ensure that our children do not live under the nuclear shadow of the last century."

Republicans in Congress said Hagel's affiliation with the group was cause for concern because it suggested his views on nuclear weapons were markedly different from previous defense secretaries.

At Thursday's hearing, Hagel said he's never advocated making unilateral reductions in the size of the U.S. nuclear arsenal. He described Global Zero's recommendations as "illustrative possibilities."

"A strong, agile, safe, secure, effective nuclear arsenal for the United States is not debatable," Hagel said. "This prospective secretary of defense would never do anything or in any way take any action that would minimize or harm or downgrade that reality."

ISRAEL: Hagel made waves several years ago by referring to pro-Israeli Americans as "the Jewish lobby" and suggesting they wield undue power in Washington. "The Jewish lobby intimidates a lot of people," Hagel said in a 2006 interview with former Mideast peace negotiator and author Aaron David Miller. "I've always argued against some of the dumb things they do, because I don't think it's in the interest of Israel."

Hagel told the committee that he always been a strong supporter of Israel and that he regretted using the term "Jewish lobby" as well as the words "intimidates" and "dumb."

"I've always said I'm a supporter of Israel," Hagel said. "In some case, I've said I'm a strong supporter of Israel. In some cases, I've even written, and I think it's in my book, that we have a special relationship with Israel. We always have had."

IRAQ: Hagel initially supported the Iraq war, but later opposed some of Bush administration's decisions, including the "surge" of 30,000 more U.S. troops to quell increasing violence in the country. Hagel called the surge "the most dangerous foreign policy blunder in this country since Vietnam."

Hagel told the committee he stood by his comments. "So I did question a surge," Hagel said. "I always ask the question, 'Is this going to be worth the sacrifice?' Because there will be sacrifices. In the surge case in Iraq, we lost almost 1,200 dead Americans during that surge, and thousands of wounded. Now, was it required? Was it necessary?"

Checking out open access

Jan. 30, 2013 ? From Wikipedia to shareware, the Internet has made information and software more widely available than ever. At the heart of this explosion is the simple idea that information should be open and free for anyone. Yet with publishers charging exorbitant fees for subscriptions to academic journals, university libraries are struggling to keep up.

Writing in the Journal of Academic Librarianship, Concordia collections librarian Geoffrey Little says that a key way to meet that challenge is through the use of open source technology. "In order to make information freely available through open access policies, it's important to look beyond traditional and expensive methods of dissemination and turn instead to open source software," he says.

Open source software is non-proprietary software for which source code (the instructions that make computer programs work) and documentation are freely available. "It's an ideal way for libraries to avoid having to pay large amounts of money to commercial vendors for new products or ongoing maintenance and access. The ability play with source codes in order to modify the program also means that tools can be customized to meet a library's needs and the specific community of users," says Little.

Open source technology is already being used in academic libraries across the country. Tools such as archival management software and course management systems rely upon open source software to disseminate information to a wide public. As journal prices continue to increase, new online scholarly journals are being created outside of traditional commercial publishing channels and are hosted independently rather than by an academic press or commercial publisher.

At Concordia University, a landmark Senate resolution on open access encourages all faculty and students to make their peer-reviewed research and creative output freely accessible online through an institutional repository called Spectrum. In fact, Concordia is the first major university in Canada where faculty members have given their overwhelming support to making the results of their research universally available.

Little hopes the infrastructure and support that is necessary to ensure sustainability of the long-term future of open access projects and initiatives can be guaranteed. "Librarians need to be advocates for open access to ensure that institutional support does not evaporate after a few years. Our mission is to help the users of our libraries access resources that will enable them to write their papers, craft their survey instruments and conduct their lab experiments -- and open access is a big part of that."

"Thinking about our work through a lens of open access and using open source technologies where and when they make sense can help academic librarians in our mission to support the scholarly enterprise," continues Little. "Open access is an audacious and evolving initiative that presents us with a unique set of opportunities and challenges. We should not be afraid to experiment, investigate, and be bold in our thinking about the ways in which we can incorporate open access into our work and mission."
